Manager- Tech Transfer & Compliance
ICRISAT invites applications from dynamic Indian nationals for the position of Manager- Tech Transfer & Compliance to develop, manage and advise on various legal, regulatory, and compliance issues in operations of PTTC and Agri-business and Innovation Platform (AIP) @ ICRISAT in accordance with the institutional policy and respective national/ international laws.
This position is based at ICRISAT Headquarters, near Greater Hyderabad, Telangana State, India. The position reports to the Director, PTTC and CEO, AIP-ICRISAT.
Responsibilities:
- Collaborate and coordinate with the administrative and research personnel on various legal, regulatory, and compliance issues related to various activities of AIP and PTTC
- Legal drafting and documentation: Write and review various types of legal instruments related to operations of AIP and PTTC including Contracts, Agreements, Technology transfer/licensing documents, Legal Note and Notices etc.
- Contract Management: Develop and/or interpret rules, policies, or procedures regarding contract management; Coordinate the risk assessment process for contract planning and monitoring; organize and update database of agreements, contracts and licenses related to PTTC and AIP activities
- Technology Transfer: Facilitation of activities related to technology transfer and commercialization including Technology Evaluation, Valuation and Pricing, and management of technologies; assist supervisor in negotiation of contracts, deals, licenses, research terms, and grants
- IP and regulatory compliances, and legal risk management: Assist supervisor in compliance of institutional IP policy; conduct due diligence studies to assess the degree of freedom of operation (FTO) and use of scientific research and technology of third parties; advisory and necessary support to manage biotech regulatory and legal compliances for recombinant DNA, transgenic and related technologies; and assist supervisor in development of transgenic product dossiers, stewardship models and biotech risk management strategy, and compliance of contracts, agreements and regulatory permissions
- Advisory: Provide legal advice to supervisor on issues related to seed, genetic resources, bio-safety legislation, environmental laws, biodiversity law, and intellectual property rights (IPRs), access and benefit sharing (ABS), traditional knowledge, open access, databases etc., Assist supervisor in institutional policy issues, and advice, assist and resolve queries related to corporate law
- MSME-IPFC operations: The candidate will be responsible to manage overall functions of MSME-IPFC including project/s management and operations, reporting, IP and legal services, facilitation of drafting and filling of Patent, Trademark, PVP, GI etc. for IP protection, technology commercialization, technology mapping, landscaping and forecasting
- Knowledge Management and Capacity Building: Coordinate the organization of seminars, workshops and training sessions on legal/IP management, and collaborate in disseminating the information related to policies and procedures of intellectual property and legal matters to PTTC and AIP personnel
- Legal Services to Clients of AIP/PTTC: Advisory and necessary support to clients of AIP and PTTC on tech transfer, legal issues, IP Portfolio Management, advisory on incorporation of new legal entity, and advisory on compliance of seed laws, export/import, food safety laws, and other agriculture related laws
- Liaising and reporting: Liaison with government and regulatory authorities, and prepare necessary documents and reports, and assist supervisor to collaborate and coordinate with various public and private institutes and donor agencies
- Master’s degree or higher in plant science or agriculture-related discipline.
- A Bachelor degree in Law (LLB) from reputed Law school with specialization in Intellectual Property Law or equivalent is desirable.
- At least 4-5 years of relevant legal experience, with knowledge of theories, practices, and procedures in the domain of scientific research (agricultural/agri-business sector), besides, working experience in technology transfer, contracts, IPR management, and agri-biotechnology regulatory norms with understanding of legal issues in R&D
- Excellent knowledge of intellectual property law and licensing as applied to agriculture, environment and genetic resources, understanding of seed systems, and experience in negotiating and drafting complex legal agreements/documents.
- Advanced skills on patent drafting, patent search, IP due diligence and Freedom to Operate (FTO) analysis.
- Knowledge and understanding of biosafety law and regulatory compliance requirement for Agricultural GMOs.
- Experience in technology screening, evaluation and valuation in Agriculture and allied sectors.
- Proficiency in English with excellent written /oral communication and presentation skills.
This is a position in the Scientific and Managerial Group (SMG) Cadre with a competitive salary and benefits package. The position is initially for three years, and extendable depending on performance of the incumbent. An attractive compensation will be offered to the right candidate.
