AND LIBRARIANS IN UNIVERSITIES AND COLLEGES OF WEST BENGAL

Applications are invited from eligible Candidates for the sixteenth State Eligibility Test (SET) for Universities and Colleges of West Bengal in the following Subjects: English(01), Bengali(02), Sanskrit(03), Hindi(04), Urdu(05), Commerce(06), Economics(07),History(08), Philosophy(09), Political Science(10), Education(11), Chemical Sciences(12), Geography(13), Life Sciences(14),Mathematical Sciences(15), Physical Sciences(16), Sociology(17), Psychology(18), Mass Communication and Journalism(19),Library Science(20), Anthropology(21), Physical Education(22) and Electronic Science(23).
Eligibility: Master’s Degree in the concerned subject with at least 55% Marks (50% Marks in respect of SC/ST/PH/VH Candidates) or an equivalent grade preceded by at least a Second Class 3-year Honours from an Indian University or an equivalent degree from a Foreign University. Candidates pursuing Post Graduate course are also eligible to appear at SET subject to the condition that they must obtain their Post Graduate degree within two years from the date of holding of the SET.
Candidates are advised to appear in the subject of their post-graduation only. There is no upper age limit for appearing at the SET. However, for the purpose of recruitment concerned Government Order will be applicable.

Application: On-line Application Form along with Information Brochure, copy of the syllabi, and Bank Challan for Fees Remittance will be available from website www.wbcsc.ac.in w.e.f. 19th September, 2011. The last date of submission of On-line Application Form is on 14th October, 2011 and a hard copy of the filled in Application Form along with a copy of Bank Challan (WBCSC Copy) Attested copy(Attested to be done by a person not below the rank of Associate Professor /Professor of a
University or a College/Gazetted Officer) of U.G. and P.G. Mark-sheets, Certificates, Date of Birth Certificate, SC/ST/OBC (As per State Government list)/Visually Handicapped/Physically Handicapped Certificates, Passport size photograph of the candidate (identical with the photograph of the on-line Admit Card) is to be dropped in respective Box at the Office of the Commission in person or by post within 21st October, 2011. No application will be considered beyond the closing date of Application Form.
Incomplete Application Forms are liable to be cancelled without any refund of Application Fees.

It may be noted that the on-line Admit Cards will be available three weeks ahead of the date of examination. Fees: Rs. 670/-(including Rs. 20/- as Bank Charge) for General candidates or Rs. 345/- (including Rs. 20/- as Bank Charge) for SC/ST/OBC/PH/VH Candidates. Afore-mentioned Fees is to be deposited by Bank Challan attached with hard copy of the application form at any Branch of the State Bank of India. It may also be noted that fee submitted by any other mode like Money Order/Indian Postal Order/Demand Draft will be rejected. Fees once paid will not be refunded under any circumstances.
Date of Examination : The Test will be held on Sunday, 11th December, 2011 and the Test Centres are likely to be at Kolkata, New Barrackpore/Barasat, Krishnanagar, Burdwan, Midnapore, Malda, and Siliguri. The Centres are liable to be changed at the discretion of the Commission. But the candidates are not allowed to change their option for Test Centre of their own.

General Notes :
1. For details visit Commission’s website www.wbcsc.ac.in and notice board of the office.
2. Any legal dispute pertaining to the SET shall be within the jurisdiction of High Court at
Kolkata only.
3. In order to avoid last minute rush, the candidates are advised to apply early enough. WBCSC
will not be responsible for network problems or any other problem of this nature.
4. The candidates are requested to retain a copy of the Application Form and other documents
for their own record.
5. For SET held from 1st June, 2002 onwards, the qualified candidates are eligible to apply for
the post of Assistant Professor only in the Universities/Colleges of West Bengal as per UGC
Guide line.
6. The WBCSC has the right to cancel any Application of a Candidate whenever it fails to fulfill the eligibility criteria or the application procedure.
7. The ADMIT CARD generated through on-line with photograph is Provisional.
8. There should be no negative marking for any paper.

ELIGIBILITY : Master’s Degree in the concerned subject with at least 55% Marks (50% Marks in respect of SC/ST/PH/VH Candidates) or an equivalent grade preceded by at least a Second Class 3-year Honours Degree from an Indian University or an equivalent degree from a Foreign University. As per UGC Guidelines, pursuing a UGC specified P.G. Degree are eligible to appear at SET subject to the condition that they must obtain their P.G. Degree within 2 years from the date of holding of the SET.

MEDIUM OF THE TEST: Question papers are set in English only except for languages. Candidates would have the option to answer either in English or Bengali in all the Subjects other than languages.

DESIGN OF THE TEST: The test will consist of three papers viz. Paper I, Paper II and Paper III carrying Marks 100, 100 and 200 respectively. Paper I will be of general nature intended to assess to teaching/research aptitude of a candidate. It will primarily be designed to test reasoning ability, comprehension and understanding of diverse / allied disciplines will consists of 60 objective type questions out of which they can attempt any 50, the first 50 questions attempted by the candidate should be evaluated.. Papers II & III will be on a subject selected by the candidate from the identified ones for the test. Papers ll & lll will correspond to knowledge expected at the Post-Graduate level in the subject. The Paper II will consist of 50 (fifty) objective-type questions as per syllabus of the subject selected by the candidate.
Paper III will consist of only descriptive/short answer type questions from the syllabus on the subject selected by the candidate. The candidates will be required to answer questions in this paper on the space provided for the purpose in specific sheets. Evaluation of Paper lll shall be done only for those candidates who will secure a minimum of such aggregate marks in papers l and ll as decided by the appropriate authority. There shall be no  revaluation of answer book(s). Requests for perusal of answer book(s) by the candidates shall not be entertained. No mark sheets shall be issued to the candidates. The list of successful Candidates will be published alphabetically by Surname without mentioning merit position. Visually disabled candidates appearing at SET would be allowed 30 minutes extra time in papers I & II and 45 minutes extra time in Paper III. Besides they would be provided with a writer who is a graduate in a subject other than that of the candidate, if prior intimation is given to the Officer-in-Charge of the Centre.

SYLLABUS: The syllabus for the test would be similar in content and standard to those adopted for NET conducted by UGC / CSIR. Please note that the structure of Paper III is drastically changed from 2010 in the following format:

Section - I : Essay Writing – Two questions with internal choice on general themes and contemporary, theoretical or of disciplinary relevance may be given. The candidate is expected to write up to 500 words for each question of 20 marks (2 Q x 20 M = 40 Marks). In case the questions are based on electives, the choices should have q uestionsfrom each elective; otherwise all choices should be of a general nature, common to all candidates. In case of science subjects like, computer Science and Applications, Environmental Sciences, Electronic Science etc., two questions carrying 20 marks each may be given in place of essay type questions. The questions in this section should be numbered as 1 and 2.
Section – II : The extended answer based questions to test the analytical ability of the candidate are to be asked on the major specialisations/electives. Questions will be asked on all major specilisations/electives and the candidates may be asked to choose one specialisations/electives and answer the three questions. There is to be internal choice. Each question will be answered in upto 300 words and shall carry 15 marks each (3 Q x 15 M = 45 Marks). Where there is no specialisation/elective, 3 questions may be set across the syllabus. The questions in this section should be numbered from 3 to 5.
Section – III : Nine questions may be asked across the syllabus. The questions will be definitional or seeking particular information and are to be answered in upto 50 words each. For Science subjects as mentioned in Section –I, short numerical/computational problems may be considered. Each question will carry 10 marks ( 9 Q x 10 M = 90 Marks). There should be no internal choice. The questions in this section should be numbered from 6 to 14
Section – IV : If requires the candidates to answer questions from a given text of around 200-300 words taken from the works of a known thinker/author. Five carefully considered specific questions are to be asked on the given text, requiring an answer upto 30 words each. The section carries 5 questions of 5 marks each (5 Q x 5 M  = 25 Marks). In the case of Science subjects, a theoretical/numerical problem may be set. These questions are meant to test critical thinking, ability to comprehend and apply knowledge one possesses. Questions in this section should be numbered as 15 to 19.
Scheme and Date of the Test: The test will be held on Sunday, 11h December, 2011 . The duration of the Test for Paper I, Paper II & Paper III will be 75 minutes, 75 minutes and 2 hrs. 30 minutes respectively. It will be held in two sessions .The Test in papers I and II is to be held in the first session from 09.30 a.m. but Paper I will be collected after 75 minutes of the commencement of examination and Paper II will be distributed thereafter. The Second session will commence at 01.30 p.m. for examination of Paper III which will continue for 2 hours 30 minutes

Paper-I shall be of general nature, intended to assess the teaching/research aptitude of the candidate. It will primarily be designed to test reasoning ability, comprehension, divergent thinking and general awareness of the candidate. WBCSC has decided to provide choice to the candidates. Sixty (60) multiple choice questions of two marks each will be given, out of which the candidate would be required to answer any fifty (50). In the event of the candidate attempting more than fifty questions, the first fifty questions attempted by the candidate would be evaluated.
Paper-II shall consist of questions based on the subject selected by the candidate. Each of these papers will consist of a Test Booklet containing 50 compulsory objective type questions of two marks each.
The candidate will have to mark the responses for questions of Paper-I and Paper-II on the Optical Mark Reader (OMR) sheet provided along with the Test Booklet.
Paper-III will consist of only descriptive questions from the subject selected by the candidate. The candidate will be required to attempt questions in the space provided in the Test Booklet. The structure of Paper-III has been revised from June, 2010 W.B. SET and is available on the WBCSC website www.wbcsc.ac.in.
Paper-III will be evaluated only for those candidates who are able to secure the minimum qualifying marks in Paper-I and Paper-II, as per the table given in the following:

Syllabus of the Test: Syllabi for all SET subjects can be downloaded from the website www.wbcsc.ac.in.
WBCSC will not send the syllabus to individual candidates.
Test Centres : The Test Centres are likely to be at Kolkata, New Barrackpore/Barasat, Krishnanagar, Burdwan,Midnapore, Malda and Siliguri. The candidate may register for the test indicating his/her preference for the Centre.

However, the Centres of the test are liable to be changed solely at the discretion of the Commission.
Fees : Rs. 670/- (including Rs. 20/ as Bank Charge) for General or Rs. 345/-(including Rs. 20/- as Bank Charge for SC/ST/OBC/PH/VH payable through Bank Challan at any Branch of the State Bank of India.
General Information :
(1) The SET is duly accredited by the University Grants Commission.
(2) (i)Language papers of the SET must be answered in concerned language only.
(ii)Candidates are advised to appear in the subject of their post-graduation only.
(iii)For Subject of Mass Communication and Journalism (19) a 3-year Honours degree in any subject along with a 2-year Master’s Degree in the concerned subject will serve the purpose.
(iv)For Mathematical Sciences candidates having Honours and Master’s degree in Pure and Applied
Mathematics or Statistics are eligible.
(v) For Life Sciences, candidates having Honours and Master’s Degree in Botany, Zoology, Microbiology,Molecular Biology, Bio-Chemistry, Biotechnology, and Physiology are eligible.
(vi) For Library Science, candidates having 3 yr. Honours B.Lib./B.LIS. and M.Lib./M.LIS. degree are
eligible.
(vii) For Physical Education, candidates having B.P.Ed. and M.P.Ed. are eligible.
(3) SET qualified Candidates are eligible to apply for Lectureship in Colleges/Universities of West Bengal.
(4) SET qualified candidates will also be eligible for State funded Research Scholarship tenable only in the departments of the State -aided Universities (vide G.O. No. 51(7) Edn. (U) dt. 30.01.97 from the Higher Education Department, Govt. of West Bengal)
(5) Before submitting the application, candidates are advised to satisfy themselves that they fulfill all the
eligibility conditions laid down for appearing at the SET to avoid rejection of their application.
(6) Provisional Admit Cards for the Test indicating the venue (Centre) of the test should be downloaded from the website www.wbcsc.ac.in
(7) Candidates can get the ADMIT CARDS through on-line three weeks ahead of the date of examination.
Request for change of centre shall not be entertained under any circumstances.
(8) The candidates should carefully note that their permission for appearing at the SET is provisional. The decision of the authority regarding eligibility or otherwise of the candidate for admission to the test shall be final. Any legal disputes with regard to the eligibility etc. or otherwise pertaining to this test shall fall within the jurisdiction of Kolkata High Court only.
(9) The Candidates must abide by the instructions as may be specified on the cover page of the Test booklet or any other instruction which may be given by the Officer-in-Charge of the Centre.
(10) No TA will be paid to the candidates for appearing at the Test Centre.
(11) In case the Test-Booklet provided to the candidate is short of the required number of pages, the same should be brought to the notice of the Invigilator / Officer-in-Charge of the Centre immediately.
(12) The use of Calculators / Log tables (other than those provided in the Answer Books) is not permitted. The candidates will not be allowed to use Mobile Phones once he/she enters the Test Centre.
(13) A candidate found canvassing in any form and/or guilty of indiscipline in the Examination Hall or of using unfair means of any nature or noting down the questions except on answer sheets shall be liable to be disqualified from this Test and future Tests.
(14) Application forms incomplete in any respect shall not be entertained.
Note :
(1) Attestation to be done by a person not below the rank of a Reader/Associate Professor of any College /
University or by a Gazetted Officer.
(2) Candidate should mention Subject Code in the left side of the envelope for submission of the Application Form in the Drop Box of WBCSC.
(3) Only downloaded (in A4 size page) Application Form is acceptable by the WBCSC.
Method of On line Application: Application form should be submitted only in online mode through the
Commission’s Website www.wbcsc.ac.in. Scanned copy of Passport size photograph (in JPEG format)
and signature (in JPEG format) should be uploaded during the submission of the online form following the specification as mentioned in the web site. Three copies of bank Challan to be printed after filling up of required detail in the system and the printed copies of the bank challan are to be submitted to any branch of State Bank of India along with the requisite fees. After submission of fees at the Bank, Bank
Acknowledgement Number for Fee deposition as mentioned in Challan is to be updated back into the
system through online. Only after this, the process of online application would be considered as

While applying online, the candidate must ensure that he / she fulfills the eligibility criteria and other norms mentioned in the Advertisement and the particulars furnished are correct in all respects. In case it is detected at any stage that a candidate does not fulfill the eligibility norms and / or that he/she has furnished any incorrect / false information or has suppressed any material fact(s), his/her candidature will
automatically stand cancelled. If any of the above shortcoming(s) is / are detected even after written test or after publication of result his/her candidature will be cancelled.
