i)  Doctoral degree in any branch of Agriculture, Agri. Engg., Basic Science, Home  Science.
ii)  Atleast 8 years experience as a Professor or in an equivalent position.
Desirable:  Administrative experience as Head of a University Deptt./Division of ICAR institute.
DIRECTOR, HUMAN RESOURCE MANAGEMENT
i) Doctoral degree in any branch of Agriculture, Basic Sciences, Home Science, Agri. Engg..
ii) Atleast 8 years experience as a Professor or in an equivalent position.
Desirable: Administrative experience as Head of a University Deptt./Division of ICAR institute.
DIRECTOR OF RESEARCH
i)  Doctoral degree in any branch of Agriculture, Basic Sciences, Home Science, Agri. Engg.
ii) Atleast 8 years experience as a Professor or in an equivalent position.

PRINCIPAL, COLLEGE OF AGRICULTURE, KAUL.
i)    Ph.D in any discipline of Agriculture.
ii)  Ten years’ experience excluding the period spent in obtaining the Ph.D degree during  service (subject to a minimum of 2/1/2  years) in teaching/research/extension provided  five years experience is as Professor/equivalent. 
Desirable:  Administrative experience and ability to organize and coordinate work in a Department/College and interest in co-curricular activities and sports.
ECONOMIC BOTANIST (COTTON)/ ECONOMIC BOTANIST (GRAM)/ RICE BREEDER/ SCIENTIST (PLANT  BREEDING)
         i)     Doctoral degree in the discipline of Genetics and/or Plant Breeding. 
  ii)    8 years experience, excluding the period spent in obtaining the Ph.D. Degree during service (subject to a maximum of 3 years) in teaching/research/extension in relevant subject as  Assistant Scientist/Assistant Professor/District Extension Specialist or in an equivalent  position in the pay scale of Rs.8000-13500 (pre-revised). 
Desirable: Specialization in relevant field.
PLANT PATHOLOGIST/PLANT PATHOLOGIST (PULSES)/SCIENTIST (PLANT PATHOLOGY)/ PLANT PATHOLOGIST (BAJRA)
i)     Doctoral degree in the discipline of Plant Pathology.

AGRONOMIST/ AGRONOMIST (COTTON)
i)    Doctoral degree in the discipline of Agronomy.
ii)  8 years experience, excluding the period spent in obtaining the Ph.D. Degree during service  (subject to a maximum of 3 years) in teaching/research/extension in relevant subject as  Assistant Scientist/Assistant Professor/District Extension Specialist or in an equivalent  position in the pay scale of Rs.8000-13500 (pre-revised).

AGRO-METEOROLOGIST
i)  Doctoral degree in the discipline of Agril. Meteorology/Meteorology/Agril. Physics with specialization in Agril. Meteorology. 
ii) 8 years experience, excluding the period spent  in obtaining the Ph.D. Degree during service(subject to a maximum of 3 years) in teaching/research/extension in relevant subject as Assistant Scientist/Assistant Professor/District Extension Specialist or in an equivalent position in the pay scale of Rs.8000-13500 (pre-revised).

BREEDER
i)     Doctoral degree in the discipline of Genetics and/or Plant Breeding.

ASSOCIATE PROFESSOR (HORTICULTURE)
i)    Doctoral degree in the discipline of Horticulture.

i)     Doctoral degree in the discipline of Microbiology.

(i) 2nd  Class B.Sc. (Agr.) followed by Master’s Degree in discipline   concerned.
(ii) Knowledge of Hindi or Sanskrit upto Matric standard.

The envelope containing application form complete in all respects must be  superscripted as “Application  for the post of ____________________”.
 Minimum age limit for all posts is 18 years. Upper age limit for the posts mentioned at  Sr. No. 45 to 71 is 40 years, relaxable upto five years in respect  of Scheduled Castes and Backward classes candidates. Ex-serviceman can be recruited upto the age of 40 years plus continuous military service added by three years.
No TA/DA shall be paid by the CCS HAU for any test/interview.
Reservation of posts –  Reservation will be as per Haryana Govt. instructions adopted by the University.
 The dependent sons/daughters of ESM who fulfill all conditions of qualifications, age etc. prescribed for posts will be considered on merit for the posts reserved for ESM if suitable ESM candidates are not available. The children and the grandchildren of Freedom Fighters (DFF) would be considered to the extent mentioned in Haryana Govt. letter No.22/20/83-3GSIII dated 26-7-1984 as amended from time to time, if the quota reserved for Ex-servicemen, remains unfilled due to nonavailability of suitable Ex-servicemen or their dependents.  ESM/DESM candidates of Haryana claiming benefit will have to produce the fresh Eligibility Certificate from the concerned Zila Sainik Board at the time of interview.
Qualification will be determined with regard to the last date fixed for receipt of applications.
Candidates applying for a post must ensure that they fulfill all the eligibility  conditions on the last date fixed for receipt of application. If on verification, at any  time before or after the written examination or interview or appointment, it is found  that they do not fulfil any of the eligibility condition or it is found that the  information furnished is false or incorrect, their candidature will be cancelled. 17.  Documents to be attached with the Application Form
i) One copy of latest coloured passport size photograph duly attested should be  pasted on the application form.
ii) Attested photocopy of essential qualifications and above/ diploma/degree  should be attached with the application form.
iii) Attested photocopy of fresh Eligibility Certificate in case of DESM candidates duly issued by the respective Zila Sainik Board.
iv)  Attested copy of Sport Gradation Certificate in case of Outstanding Sports  Persons duly issued by the competent authority.

# The Selection Committee, depending upon the performance of the candidate, may choose to place the candidate in any of the Grade Pay mentioned above subject to meeting the minimum eligibility criterion specified.
The post wise details along with the areas of specialization are given below. The candidates eligible for the post of Senior Scientist will require to fulfill the qualifications and experience indicated in the table above.
++ Apart from the qualifications indicated above, any other qualification, which is equivalent to the prescribed qualifications, shall be treated at par with the qualifications.
GENERAL INFORMATION AND CONDITIONS
1 Benefits under Council Service:
a) The posts will carry usual allowances i.e. Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance (TA), etc as admissible to Central Government employees (as made applicable to CSIR employees) of the same pay and status stationed at New Delhi. Council accommodation will be allotted as per priority to be reckoned from the date of joining / availability, in which case HRA will not be admissible.
b) All scientists are eligible for Professional Update Allowance of Rs.10,000/-(Rupees Ten Thousand only) per annum.
Sciences The posts are pensionable under the New Pension Scheme which has been in vogue with effect from 1.1.2004. Benefits such as Provident Fund, Medical facility (CGHS), Leave Travel Concession, Conveyance Advance and House Building Advance etc. are available as per Rules of CSIR.
Deserving Candidates may be considered for higher start of pay.
2. Relaxations:
a) Relaxation in upper age limit up to 5 years is allowed to Council/ Government/Autonomous Bodies/Public Sector employees in accordance with the instructions and orders issued by the Government of India from time to time in this regard.
b) Special Age Relaxation: Upto the age of 40 years in the case of Widows, Divorced Women and Women Judicially separated from their husbands, who are not re-married.
c) Upper age limit is relaxable up to 5 years for SC/ST and 03 years for OBC as per Government of India orders issued from time to time in this regard. Relaxation in upper age limit for Ex-serviceman will be applicable as per GOI rules.
d) SC/ST/OBC candidates are required to produce attested copy of community certificate in the prescribed format along with the Application. For the purpose of age relaxation belonging to OBC category, the candidate should not belong to the creamy layer.
e) Relaxation in the upper age limit up to 5 years will also be permissible for the persons who had ordinarily been domiciled in the Kashmir Division of the State of J&K during the period of 01.01.1980 to 31.12.1989 subject to production of a certificate from the District Magistrate in the Kashmir Division within whose jurisdiction he/she had ordinarily resided OR from any other authority designated in this behalf by the Government of J&K State to the effect that he/she had ordinarily been domiciled in the Kashmir Division of State of J&K during the period from 01.01.1980 to 31.12.1989.
Relaxation in the upper age limit for Physically Handicapped will be 5 years, over and above the admissible relaxation for SC/ST/OBC as the case may be Relaxation in age, qualification and/ or experience may be permitted if sufficient number of candidates possessing the requisite qualification and/ or experience are not likely to be available to fill up the posts.
3 General Conditions / Information:
a) The qualifications prescribed should have been obtained through recognized Universities/Institutions.
b) The numbers of vacancies indicated are provisional and may vary.
c) The date for determining upper age limit and qualifications shall be the closing date prescribed for receipt of the applications.
d) Applications from employees of Council/ Government Departments/Autonomous Bodies/Public Sector shall be considered only if forwarded through proper channel, certified by the employer that the applicant will be relieved within one month of the receipt of the ointment orders, if selected.
e) Persons With Disability (PWD): only such persons would be eligible for reservation who suffer from not less than 40 per cent of relevant disability and submit the Permanent Disability Certificate from the Competent authority.
f) Separate applications along with appropriate fee are to be made for different posts if a candidate is desirous of applying for more than one post indicating the Code Number and Category of the Post (s).
g) Candidate belonging to SC/ST/PWD/Female & regular employees of CSIR are exempted from payment of application fee.
h) Candidates should specifically note that the applications received after the closing date for any reason whatsoever (such as envelopes wrongly addressed, delivered elsewhere, postal delay etc.) will not be entertained by NISCAIR. Any enclosure received separately subsequent to the receipt of the application cannot be connected therewith. No representation in this regard will be entertained.
Incomplete application (i.e. without photograph, without attested copies of educational  certificates/experience certificate, unsigned, blank columns, etc) will not be entertained.
In Case a candidate is staying abroad, his/her candidature can be considered in absentia by the Selection Committee on his/her written request.
4. How to Apply
To apply, the applicants must fill in the online application form available at NISCAIR website www.niscair.res.in Applications received electronically followed by hard copy attached with all relevant documents thereof, will be entertained. However, in case of nonavailability of online submission, application received in hardcopy only will also be accepted. Print out of duly filled online application
form completed in all aspects and supported by attested copies of certificates in proof of educational qualifications, DOB, caste, experience, passport size photograph, etc. along with an application fee (Except SC, ST, PWD, female and regular employees of CSIR) of Rs.100/- (Rupees One hundred only) in the form of crossed Demand Draft/IPO valid for at least 6 months in favour of "The Director, NISCAIR, payable at New Delhi should be sent in sealed cover superscribed with “APPLICATION FOR THE POST OF SCIENTIST (Post code and category)” to The Controller of Administration, National Institute of Science Communication and Information Resources (NISCAIR), Pusa Campus, Dr. K.S. Krishnan Marg, New Delhi-110012, so as to reach on or before :10.04.2012.
5 Mode of Selection:
a) The prescribed essential qualifications are a bare minimum and mere possession of same does not entitle a candidate to be called for test/interview. The duly constituted Screening Committee will adopt its own criteria like test, etc., if required, for short-listing the candidates to be called for interview. Only those candidates, who are in the opinion of the Institute, suit the Institutional requirements
will be called for test/interview. The candidate should, therefore, mention in the application all the   possessed qualifications and  experience in the relevant area over and above the minimum prescribed qualification supported with documents.
b) Candidate should ensure that he/she possesses educational qualification/experience in the relevant area as required in the category/post, for which he/she is applying, on the last date of receipt of application.
c) The period of experience in the requisite discipline/area of work wherever prescribed shall be counted w.e.f. the date of acquiring the prescribed minimum educational qualifications required for that post.
Only outstation candidates called and found eligible for test/interview will be paid to and fro single second class rail/ordinary bus fare from the actual place of undertaking the journey or from the
normal place of their residence whichever is nearer to the place of the test/interview as per rules.Completion of Ph.D degree will be reckoned from the date of issue of provisional certificate / notification.
6 Canvassing in any form or bringing of any influence, political or otherwise, will be treated as a disqualification.
7 The decision of the NISCAIR/CSIR in all matters relating to eligibility, acceptance or rejection of applications, mode of screening/selection shall be final and binding on the candidates and no enquiry or correspondence will be entertained in this connection from any individual or his/her agency.
