POST: Proposal Writing Officer
POSITION SPECIFICATION: Internationally Recruited Position (P Level)
REPORTS TO:Head, Project Development and Grants Management Unit (PDGMU)

LOCATION: Aleppo, Syria
Main purpose of the position: The Proposal Writing Officer is a member of the team of the Project Development and Grants Management Unit who will provide support to the Center in facilitating the development of quality project proposals with ICARDA researchers and their partners.

The International Center for Agricultural Research in the Dry Areas (ICARDA) is an international autonomous, non-profit, research center based in Aleppo, Syria, supported by the Consultative Group on International Agricultural Research (CGIAR). We are committed to the improvement of livelihoods of the resource-poor in dry areas by enhancing food security and alleviating poverty through agricultural research, and the equitable use and conservation of natural resources. MAIN RESPONSIBILITIES
Formulate, review, edit and ensure the quality of project proposals developed based on:
The priorities identified by the institutional resource mobilization strategy.
Response to donors’ indications of interest.
Strengthen the Center’s capacity in project design and management including training of researchers and project managers.
Work closely and effectively with concerned ICARDA’s scientists to ensure the timely and quality submission of project proposals.
EDUCATION, QUALIFICATIONS AND EXPERIENCE
An advanced research degree (Masters or PhD) in agriculture, international development or related field associated with ICARDA’s research programs.
Minimum of five years of relevant experience in drafting proposals for programs and projects related to agriculture/rural development.
Excellent written and oral communication skills in English.
Proven track record in development of successful project proposals in non-profit setting.
Familiarity with international donors and investors, and their funding opportunities.
Familiarity with use of log frame in formulation of projects.
Excellent interpersonal skills and demonstrated ability to work in a team and in a multicultural international environment.
Excellent analytical, information management and quantitative skills.
TERMS OF APPOINTMENT, SALARY AND BENEFITS
This is an Internationally Recruited Position (I nternationally Recruited Staff)
The initial contract will be for 3 years, of which the first year will be probationary period.
Subsequent employment is decided based on the merit and productivity of the staff member, and continued need for the position.
