The basic objective of this
course is to expose the participants to the issues in agricultural research
planning and impact assessment. Agricultural research generates many types of
outputs. These include technologies embodied in inputs (e.g., improved seeds),
management practices, machinery, research methods, information, publications
and improved human resources. Therefore, agricultural research institutions/
universities are supposed to undertake impact assessment of their research
activities and better integrate social, economic & environmental
considerations in research planning and implementation. Impact assessment is
viewed as a type of research evaluation. It is a process of systematic and
objective identification of the short & long-term effects−positive and
negative, direct or indirect, intended or unintended, primary and secondary, on
households, institutions, environment and the economy. Research evaluation
involves assessing worth or value of ex-ante or ex-post impacts and is done in
terms of its relevance , effectiveness and efficiency. The specific topics to
be covered are: understanding what is meant by research planning and impact
assessment and why research evaluation studies are important; designing impact
