POST: Senior Resource Mobilization Officer
The Resource Mobilization Officer (RMO) provides guidance and support to CIAT Management Team, Program Leaders and Regional Offices implementing a comprehensive resource mobilization strategy to obtain funds from bilateral and multilateral donors, philanthropic foundations, private sector and other sources at national and international levels. Reporting to the Director General, the RMO coordinates and enhances institutional fundraising efforts.
ROLE AND RESPONSIBILITIES
I. Donor Intelligence Donor profiling of prospective partners, investors or funders Determining and managing donor funding cycles Overseeing the creation and ensure the maintenance of a knowledge base to support future resource mobilization efforts Monitoring donor policies, fiduciary, legal, audit and financial reporting requirements and ensuring full and timely compliance with requirements Assisting in streamlining the preparation of proposals for donor funding
II. Opportunity identification and strategy development Developing strategy and implementation plan for broadening donor base of the organization Outlining the main elements of organizational resource mobilization guidelines, including identification of: the main resource mobilization challenges CIAT faces; set targets; action plan with timelines; organizational structure and financial/human resources required to implement the Resource Mobilization Strategy
III. Donor stewardship Developing and implementing a donor communication strategy in collaboration with Corporate Communications Developing and implementing strategic partnerships and other specific donor agreements and arrangements Provide training and building capacity for professional-quality proposal development and fundraising Act as institutional contact point for resource mobilization issues, including providing input into day-to-day communications with donors regarding grants and institutional fundraising
IV. Fundraising support Preparing and promoting internal processes and incentives to develop integrated proposals Preparing donor’s proposals and reports Building and maintaining the Center’s network with donors and enhance cooperation with donor governments assigned through personal contacts and consultations to identify further scope for research for development activities Ensuring that internal policies and procedures are adequately reflected in the project proposals to be submitted
V. Organizing annual and ad hoc meetings with donors and funding agencies assigned and ensure follow-up by those concerned Negotiating grants with donors
REQUIREMENTS
EDUCATION: University degree in agriculture business management, economics, agricultural development studies or in a field related to the mission of the CGIAR Master's degree in social science, international relations, or business and administration related
EXPERIENCE: Ten years of relevant experience in resource mobilization for programmes and projects related to agriculture/rural development, at, regional, national and international level. Substantial experience in writing donor communications, grant proposals and promotional material for fundraising. Demonstrated experience in development and execution of successful fundraising strategies, including with respect to new donors.
LANGUAGE: Excellent knowledge of English and Spanish
SKILLS: Sound expertise in developing and implementing resource mobilization strategies and in working as part of a team Ability to translate technical/scientific knowledge into accessible language as part of funding proposals, donor reports and information products, and to analyze numerical data Excellent negotiation, communication, diplomatic and interpersonal skills Excellent organizational and writing skills. Leadership skills who shares our mission and our commitment to professionalism, innovation, impact and collaboration. A team player with excellent interpersonal and communication skills, with the ability to effectively interact with people at all levels in a multi-cultural and multi-disciplinary environment. Knowledge of the CGIAR and/or international development agencies
TERMS OF EMPLOYMENT
The Resource Mobilization Officer reports to the CIAT Director General, will be based in Cali with two year contract, subject to six (6) months probation period.
