Nominations invited for CSIR Young Scientist Awards 2012

CSIR YOUNG SCIENTIST AWARDS
 PREAMBLE                                           
 1)     The Council of Scientific & Industrial Research (CSIR) introduced, in 1987, a scheme of Awards for Young Scientists in CSIR system in order to promote excellence in various fields of science and technology. These Awards are known as “CSIR Young Scientist Awards”.
NATURE
 2)     The Awards are given annually in the following fields:
i) Biological Sciences, ii) Chemical Sciences, iii) Earth, Atmosphere, Ocean and Planetary Sciences,  iv) Engineering Sciences v) Physical Sciences (including instrumentation)
3)     Each award consists of a citation (signed by the Director General, CSIR and the Vice-President, CSIR), a cash prize of Rs.50000 (Rupees fifty thousand) and a plaque.
4)     Awardees are entitled to a Special Honorarium of Rs 7500/- (Rupees seven thousand five hundred) per month till the age of 45 years. This incentive shall be admissible as long as the recipient remains in the service of CSIR.
5)     Research grant of Rs 25 lakh (Rupees twenty five lakh) over a period of five years, is also given, which is normally to the tune of Rs 5 lakh per annum per CSIR Young Scientist Awardee.
PURPOSE
 6)     Promoting excellence and recognising outstanding contributions made by the young CSIR scientists for their work done primarily in India during the last five years preceding the year of the Award.
ELIGIBILITY
 7)     Any scientist, engaged in research work in any of the CSIR laboratories/institutes, who is not more than 35 years of age, as reckoned on 26 September (CSIR Foundation Day) of the preceding year, is eligible for the Award.
8)     Nominee should be a regular scientific staff of CSIR system holding a post of Junior/Trainee Scientist or above. (Previously Scientist ‘B’ or above in Group IV)
NOMINATION
 9)     Directors/ Chairperson of Research Councils / Bhatnagar Awardees can propose nominations only of scientists belonging to the CSIR laboratories/ institutes with which they are associated. Each of them can send normally a maximum of two nominations in each discipline.
Information regarding the nominations should be sent as per the prescribed proforma on or before the closing date (as notified every year). The details of the award and prescribed proforma for nomination can be downloaded from our website: http://csirhrdg.res.in
ADVISORY COMMITTEES
 10)  Duly approved Advisory Committees (comprising of atleast one Bhatnagar Awardee in each committee) will be constituted in the above-mentioned five fields for making selections for the “CSIR Young Scientist Awards”.
 SELECTION PROCEDURE
 11)  Each nominee is required to make a brief presentation (15 minutes) about his/her research work before the concerned Advisory Committee. This may be followed by 5 minutes question-answer session / discussion.
12)  No nomination will be considered in absentia.
13)  The awards are given for outstanding contributions made by the Young CSIR scientists on work done primarily in India.
14)  The award in a specific discipline may be withheld if no candidate of requisite merit is forthcoming in that year.
15)  The recommendations of the Advisory Committees are subject to approval by the Governing Body of CSIR.
PRESENTATION
 16)  The CSIR Young Scientist Awards will be presented to the recipients on 26 September, the CSIR Foundation Day every year at a formal function arranged by CSIR.  At this ceremony, citations highlighting the work of the recipients are read out.
RESEARCH PROJECT
17)  After the selections, each Awardee is required to submit a research project indicating the contingency and equipment grant that would be required by him/her for the pursuit of research as per his/her proposed project. Duration of the project may be for five years.  The project should have the approval of the Director/ Research Council of the laboratories/ institute. The project is to be carried out independently.  With effect from 1st April 1994, the Directors of CSIR laboratories/ institutes have been empowered to release the grant (presently Rs 5 lakh per annum per awardee, enhanced from the year 2008 onwards) for the approved projects to the CSIR Young Scientist Awardee, where he/ she is working.  The grant may be debited to the centrally operated budget head (P 81-113) of the Extramural Research (EMR), Human Resource Development Group, CSIR Complex, New Delhi. Intimation regarding this should be sent to Head, HRDG along with a copy of the project for reference and record.

CSIR-DAAD Exchange of Scientists Programme for 2012
OBJECTIVE: To enable senior Scientists of Germany to carry out specific research tasks in CSIR Institutes/Labs under jointly identified research activity / project falling under the priority/thrust areas of CSIR.
FINANCIAL TERMS: Int'l airfare to & fro the host institute/upto the nearest port of the host institute will be borne by the DAAD.
The local hospitality in the form of free Guest House accommodation, Daily Allowance @ Rs 1000/- per day for visits upto 25 days & Rs. 25000/- per month for long term stay will be borne by CSIR. CSIR shall provide inter-city travel from the nearest port to the host institute to the city of the host institute and for visiting one or two more CSIR institutes. If visiting scientists desire to visit any non-CSIR Institute the entire expenditure i.e. per diem/travel/accommodation for the connected stay and travel will be provided by the inviting non-CSIR Institution.
DURATION OF VISIT:  2 weeks to 3 months (2 weeks / two third of the stay, which ever is more, should be spent at the CSIR host Institute).
GENERAL INFORMATION: The inviting CSIR Scientist should jointly with German Scientist identify a concrete research task in the priority/thrust areas of CSIR. Letter of German scientist accepting to work on the identified joint research activity and giving convenience for the proposed time schedule of visit should be enclosed with the application. If the research activity / project needs to be continued CSIR may be approached to consider the project under bilateral cooperation of CSIR with Germany.
Proposals for delivering lectures / seminars only will not be accepted.
The German Guest Scientist should be provided with some background information on the inviting Lab/Instt and the kind of research work being done there.The concerned labs/instts, after receiving the decision on nominations of the German Scientists, should finalise their visit programme in consultation with them andcommunicate to CSIR. The German scientist may be requested to get in touch with the DAAD office and fill up the necessary questionnaire which in turn will be sent to CSIR by DAAD. CSIR shall then issue the formal invitation letter to the German expert.
The DAAD & CSIR require 4 weeks, o process the applications of selected candidates. This should be taken into account by the scientists while drafting their programmes with their German counterparts.

·         Detailed description of joint activity/project to be undertaken
·         Acceptance letter of Guest German Scientist.

SCHOLARSHIP VALUE:
·         Stipend of EURO 1840.00 per month
·         Travel costs to the host institution to be covered by CSIR
REQUIREMENTS AND CONDITIONS
·         At least two-thirds of the stay in Germany should be focused on research at one particular institute.
·         The visit should be on reciprocal basis i.e. the visit of the Indian faculty should be followed by a visit of the German counterpart.
·         Scientists applying for this programme are expected to establish contact with German counterparts themselves, as well as draft out a mutually convenient programme for the visit. It is important that the German counterparts agree to the time schedule, as well as the programme. Letters from them to this effect have to be included with the application.
·         Invited German scientists should also indicate when they would be in a position to visit the CSIR institute in question,and contact the DAAD Head Office for application procedure.

GENERAL INFORMATION ABOUT THE POSTS ADVERTISED:

2. In addition to the regular pay, all permanent posts carry House Rent Allowance, Transport Allowance, Medical Allowance and other allowances as per institute rules. 4. Relaxation in age, educational qualification and/or experience will be considered in case of exceptionally meritorious candidates, with the prior approval of the Competent Authority.
5. No interim enquiries/correspondence/communication of any sort will be entertained on the matter.
6. Reservation for SC/ST/OBC/PD/Ex-servicemen, etc. will be as per Govt. of India norms.
7. Candidates working in government departments, public sector undertakings and government funded institutions must apply through proper channel and with a clear certificate that the applicant will be relieved within one month of receipt of appointment order, if selected.
8. The eligibility criteria indicated are bare minimum and a mere fulfilment of the same will not entitle the candidates to be called for an interview. If numbers of applications received are large, the Institute may restrict the number of candidates to be called for interview to a reasonable limit on the basis of qualification and experience higher than that of the minimum prescribed in the advertisement. The candidates should, therefore, furnish details of all the qualifications and experience possessed in the relevant field, over and above the minimum qualifications prescribed along with documentary evidences.
9. No soft copy of the application will be entertained for the candidates applying from India. However, candidates applying from abroad can send the scanned copy of the application in the prescribed proforma via email to director@iiserbhopal.ac.in
Applications duly indicating all the details as mentioned in the proforma should be sent to The Director, IISER Bhopal, ITI (Gas Rahat) Building, Govindpura, Bhopal – 462023, India. Based on the qualifications of the candidates and the need of the department concerned, applications received will be processed through duly constituted selection committees at regular intervals.
