MAIN RESPONSIBILITIES
Formulate, review, edit and ensure the quality of project proposals developed based on:
 The priorities identified by the institutional resource mobilization strategy.
 Response to donors’ indications of interest.
 Strengthen the Center’s capacity in project design and management including training of researchers and project managers.
Work closely and effectively with concerned ICARDA’s scientists to ensure the timely and quality submission of project proposals.
EDUCATION, QUALIFICATIONS AND EXPERIENCE
 An advanced research degree (Masters or PhD) in agriculture, international development or related field associated with ICARDA’s research programs.
 Minimum of five years of relevant experience in drafting proposals for programs and projects related to agriculture/rural development.
 Excellent written and oral communication skills in English.
Proven track record in development of successful project proposals in non-profit setting.
 Familiarity with international donors and investors, and their funding opportunities.
 Familiarity with use of log frame in formulation of projects.
Excellent interpersonal skills and demonstrated ability to work in a team and in a multicultural international environment.

THE CHALLENGE
The Dryland Systems Research Program is a major new effort to speed up the identification, testing, and delivery of solutions to increase food and nutrition security, and improve livelihoods in the world’s most fragile agro-ecosystems.

YOUR ROLE:
In consultation with partners and stakeholders you will develop the research portfolio to achieve clearly defined results. This involves coordinating the inputs and results of the work of implementation teams, and effective management of partnerships. MAIN PURPOSE OF THE POSITION
The project leader will be responsible for the overall management of the project,Development of Conservation Cropping Systems in the Drylands of Northern Iraq(CIM/2008/027 to ensure the realization of its aim, outcomes and component objectives.
This will include management of the research, development and training components of the project in collaboration with partner institutions in Iraq and Australia. The project is funded by the Australian Centre for International Agricultural Research (ACIAR) and the Australian Agency for International Development (AusAID).
MAIN RESPONSIBILITIES
The project leader will be responsible to:
·         Manage and coordinate all activities to ensure effective implementation as per the Project Document and annual work plans.
·         Monitor and ensure the timely and quality implementation of the project activities and delivery of outputs.
·         Provide needed technical backstopping to partner national institutions in thematic areas of the project.
·         Build and maintain strong partnerships with partner institutions and inside ICARDA at all stages to enhance the success and impact of the project.
·         Publish in ISI peer-reviewed journals and prepare reports, training materials, and other documentation as required.
·         Ensure linkage and coordination of the research and training components of this project with the DSIPS Research Program and CRP1.1 on Dryland Systems.
·         Coordinate and arrange annual Project Steering Committee, Technical Committee meetings, and other reporting/planning meetings.
·         Ensure submission of high quality and timely reports to the funding agencies involved and other required stakeholders.
EDUCATION, QUALIFICATIONS AND EXPERIENCE
PhD in Agronomy or a field related to crop management, preferably with relevant experience in conservation agriculture and system approaches.
 Background in crop, soil, weed and water management in the context of conservation agriculture.
Minimum 8 years’ experience in successful management of multi-disciplinary agricultural research-for-development projects in developing country environments.
 Research excellence with a proven record of scientific publications, especially in ISI peer-reviewed journals.
 Experience in preparation of proposals and successful fund-raising.
 High-level interpersonal and communication skills.
 Proven ability in project planning, organizing, consensus building, negotiation and networking.
 Proven ability to coordinate and build teamwork among collaborating institutions.
Fluency in English is essential.

The Association of Agricultural Research Institutions in the Near East and North Africa,(AARINENA) was established in 1985 to strengthen cooperation among national, regional and international agricultural research institutions and centers through dissemination and exchange of information, knowledge and experiences .

PROFILE REQUIREMENT OF THE EXECUTIVE SECRETARY:
The Executive Secretary of the Association is appointed by the Executive Committee among the qualified and well experienced scientists from the region with a PhD degree in agricultural sciences. The applicants should have credentials in agricultural research and regional and international collaboration and be fluent in English and preferably in Arabic as well. Under the overall supervision of the President, the Executive Secretary should take all necessary actions to implement the decisions of the triennial General Conference and the Executive Committee and to manage and run the day-to-day functions of the Association. The Executive Secretary shall specifically have the following duties and responsibilities:
·         Organize conferences, workshops, training programs and any other meetings upon the request
of the Executive Committee.
·         Organize the triennial General Conference and Executive Committee meetings, prepare the minutes and arrange for the publication, distribution and preservation of the reports and proceedings of all meetings of the Association.
·         Prepare the Association's work plan and budget, propose joint work programs and activities with other regional and international organizations and ensure the coordination of all activities among the members of the Association.
·         Committee or President in coordination with the NARSs involved and the partner research and development institutions/agencies within and outside the region and to communicate and follow-up with the relevant donors to fund the projects for implementation.
·         Provide support and follow-up with the Coordinators of the Networks established by the Association to facilitate and ensure their operation and prepare periodic reports on their performance for the assessment by the Executive Committee.
·         Manage the financial affairs of the Association and, in particular, collect annual membership fees and receive any other financial contributions to the Association, account for all funds received, make payments in accordance with policies established by the General Conference and the Executive Committee and submit audited accounts to the trienel General Conference.
·         Arrange publication of the Association's Newsletter and technical reports and provide documentation services to facilitate easy access to needed information on agricultural research in all sub-regions.
·         Undertake any other duties entrusted to him by the President or the Executive Committee.
APPOINTMENT AND SALARY:
The Executive Secretary will be appointed by the Executive Committee according to AARINENA’s rules and regulations. Initial appointment will be for four years based on the annual performance assessment by the Executive Committee (with possible extension to a maximum of 4 years for a total of 8 years). The salary and benefits will be negotiated and set by the Executive Committee based on the location of the
Association Secretariat.

THE POSITION
Under the direct supervision of the Regional Coordinator, the incumbent will have the following responsibilities:
Research
1.    Carry out and contribute to research in the areas of climate change mitigation and adaptation, Reducing Emissions from Deforestation and Degradation (REDD+), Reducing Emissions from All Land Uses (REALU), payment for environmental services (PES), sustainable land management, and biodiversity conservation as their link to agroforestry
2.    Lead and coordinate ICRAF-related ASB Partnership activities in the West and Central Africa Region
3.    Coordinate and support development of methodologies for climate-related forest policy and other land uses
4.    Analyze existing policies and potential policy reforms in terms of their impact on climate change debates at national and international levels
5.    Carrying out thematic action research at landscape scale to evaluate the impact of climate change policy instruments in achieving landscape connectivity and in reducing deforestation and degradation
6.    Publish outputs in high quality publications, including peer-reviewed journals, extension technical notes and policy briefs
7.    Supervise graduate students in  research in one or more of the above mentioned areas
Policy, capacity building in the area of climate change, REDD+ and payment of environmental services
1.    Promote links to regional forestry and environmental management policies
2.    Actively engage in the development of relevant policy for agroforestry development  through science-policy processes
3.    Contribute technical expertise  in the development of  REDD demonstration activities in the ASB benchmarks
FUNDRAISING AND PROJECT MANAGEMENT

REQUIREMENTS
