Joint DBT-EU Call for Proposals on Biotechnological Waste Water Treatment and Reuse in Agronomical Systems

JOINT DBT-EU CALL FOR PROPOSALS UNDER THE KBBE.2012.3.5-03: BIOTECHNOLOGICAL WASTE WATER TREATMENTS AND REUSE IN AGRONOMICAL  SYSTEMS
Call: FP7-KBBE-2012-6 – single stage

Improving water use efficiency in face of the increased water deficit in agriculture requires a coordinated international approach with a strong commitment of all stakeholders (e.g. farmers, plant breeding industry, technology developers, etc.). The multiple issues related to water and agriculture are too often hampered by the lack of coordination and exchange of information. The treatment of water and elimination of pollutants is crucial for human health and environmental welfare. While there are a number of water cleaning methods available, the potential of biotechnology (based on plants, micro-organisms or biochemical processes) has not been yet fully exploited.
The objectives of this project are: a) to develop innovative biotechnological wastewater treatments for improved water recycling for agriculture; b) to improve water use
FP7 Cooperation Work Programme: Food, Agriculture and Fisheries, and Biotechnologies  field level through agronomics, plant breeding and locally adapted irrigation technologies and techniques.
The Department of Biotechnology (DBT), Government of India and the European Commission (EC) have agreed to enhance opportunities for integrating research activities in Agriculture and Biotechnology between Indian and European teams.
On-going research activities in India and EU Member States should be taken into account with the aim of strengthening cooperation e.g. through twinning of projects in this field, training and exchange of researchers, and planning and operating of leading/cutting edge research. This cooperation is expected to boost innovation both in India and Europe.
Funding scheme: Collaborative Project (large-scale integrating project targeted to SMEs).
Eligibility criteria:
-       DBT will encourage multi institutional networked programme with cross disciplinary partnerships.
-       Minimum number of EU participants: 3 from different Member States or Associated Countries.
-       SME-targeted collaborative projects will only be selected for funding by DBT on the condition that Indian Companies fulfill criteria as defined by BIRAP, DBT, (http://www.birapdbt.nic.in/)
-       EU contribution going to SME(s) is 25% of the total estimated EU contribution for the project as a whole. This will be assessed at the end of the negotiation, before the signature of the grant agreement. Proposals not fulfilling this criterion will not be funded.
-       The total economical frame is approx. € 12.0 million, the requested European Union contribution shall not exceed EUR 6,00,0000 per proposal.
Additional information: One project may be funded.  The objective of the Pilot Initiative is to support strategic cooperation between India, the EU and Member States for addressing more effectively global societal challenge in water and bio-resources related issues. The project funded under this activity constitutes an important building block of the Pilot Initiative for developing an EU and Member States strategic research and innovation agenda vis-à-vis and with India. DBT intends to support a similar project, with the same scope and in the same period. Cooperation with the Indian side project should be integrated in the proposal and will be considered in the evaluation.
Expected Impact:  The project will develop applications for waste water treatments; leading to a greater integration of research actors and activities from across the India and the European Union. The project will provide a clear environmental and economic benefit, optimising the use of water in agriculture and water saving. Participation of industry, including SMEs, will contribute to bring a market oriented innovation in this field in order to address the social dimension of the project. A wide co-ordination of research activities in the topic area between India and the EU, which are both major players in these fields, will contribute to step up the India-EU collaboration in scope and scale.
Call guidelines:
·            Submission and eligibility : Coordinated calls on the  above topic has been launched respectively by the Department of Biotechnology, Government of India, (http://www.dbtindia.nic.in/) & EC (http://ec.europa.eu/research/participants/portal/page/cooperation?callIdentifier=FP7-KBBE-2012-6-singlestage), according to each respective rules.
·            How to apply: One coordinated, complementary and tightly-linked project proposal providing a interdisciplinary and  innovative  biotechnological solution for wastewater treatments, improved water recycling for agriculture and improved water use.  This should be networked and multi-institutional
·            Additional eligibility criteria: The eligibility, selection and award criteria to be applied to this call are given in Annex 2 of the guidelines of this work programme. Proposals that do not include coordination with a specific European project proposal submitted for funding to DBT will be considered ineligible. Similarly, the EC project proposals must include detailed information on the coordinated Indian proposal, clearly indicating complementarities and operational links between the two sides.
·            Indicative evaluation and contractual timetable: Evaluation results estimated to be available within three months after the closure date.
·            Coordination agreements: Participants in the EC project are deemed to conclude a coordination agreement with the participants in the coordinated DBT project, linking the two projects and ensuring the necessary synergies under a single framework including appropriate arrangements regarding intellectual property rights. A draft coordination agreement has to be provided with the proposal.
·            Evaluation procedure: The evaluation shall follow a single stage evaluation procedure. The proposals will be evaluated according to DBT and EC guidelines by a panel including both European and Indian experts.
·            Evaluation criteria and: The evaluation criteria and sub-criteria to be applied to this coordinated call are given in Annex 2 of this work programme.
·            Additional selection criterion: Project proposals will only be selected on the condition that their coordinated Indian project is also selected for funding by the DBT.
Deadline and submission
The Indian coordinator should submit one soft and seven hard copies of the joint proposals not later than November, 15, 2011.
